power barges

Two (2) each 160 MW nominally power barges for sale. 60Hz. Each barge has 8 20 MW GE Frame 5N gas turbine generator sets. Both barges are are fuel oil only (one is 80% ready for natural gas conversion with all mechanical supply piping and control system in place).



The barge dimensions are approximately 79 feet by 215 feet (24 by 65.5 meters). The barges were commissioned in 1971. The Frame 5N gas turbine generators average approximately 17.0 MW each Summer (87°F) and 22.3 MW Winter (22.8°F) based on 2022 and 2021 NYISO DMNC runs. The total combined generating capacity of the two barges is 272 MW Summer (87°F) and 357 MW Winter (22.8°F). Each combustion turbine is matched with generator rated at 23 MVA. Each power barge also contains two control rooms (A and B-Block, all units can be controlled from either), a 13.8 kV to 138kV step-up transformer, two fuel forwarding skids and a fire suppression system. Given the sixteen independently dispatched GTG units all with the ability to start within fifteen minutes, the barges provide an ideal load following resource with maximum operating flexibility. The units are also able to start remotely and provide black-start capability.



The units have benefited from a conservative maintenance program under utility ownership for most of their operating life. Owners have continued to invest significantly in maintenance of the units. In a May 2011 independent assessment of the barges concluded that “the gas turbines and support equipment are in good condition, as is evidenced by their high start reliability rate.” An updated technical assessment is being prepared and will be available for review upon completion.



Preventative maintenance is performed on each unit every 12 to 18 months while combustion inspections (via borescope, repairs on as needed basis subsequently) and major overhauls are typically performed every 5,000 and 10,000 fired hours respectively. Since 2019, combustion inspections have been conducted on 16 of the 16 units replacing all combustion liners to LHE style liners to reduce NOx emissions. Since 1998 13 of the 16 units have underwent major inspections, with two unit receiving refurbished, re-certified rotor. The units currently have on average approximately 16,700 lifetime fired hours and 3,670 lifetime starts.



The units are commissioned to operate on fuel oil only. They currently run on Ultra Low Sulfur Diesel, but historically



have also operated on No. 2 fuel oil. The Assets can also be converted to dual-fuel units. These units can be converted to run on natural gas and #2 diesel in a dual fuel operation. The units can also be adapted to run on heavy fuel oil (HFO).



The seller can help the buyer arrange for conversion of the units to dual fuel if required and can also work with the final buyer to arrange conversion to 50Hz, shipment of the equipment to a new site and any required assistance with installation, operation and maintenance.



There is only one unit right now that we have mothballed, due to liberated compressor stator vane, which requires major inspection. The rest are currently in operation within the NYISO market. The starts/hours since last MI varies from unit to unit, barge to barge. One barge has new controls system upgraded in 2018, while one barge still has the original GE Mark I Speedtronic control system. The seller can assist buyer with the upgrading of the control system to modern control system if desired.



The generators are tested annually and 16 of 16 gen fields have been removed and re-wound or partial rewind completed. Stators are in good condition and testing, inspected, touched up during field removals. Transformers sampled twice annually and no current issues. Each GSU transfer has a DGA system. One GSU is original and the other replaced in the 1990’s.



The barges are currently back fed from the 138kV system through the GSU, and then further stepped down from the GSU low side of 13.8kV to 480V through aux transformer. There is a 480V shore power connection as well when the 138KV system is down. Other connections include a 4” water line for GSU deluge, all the comm. lines, 12” NG pipe (where applicable), 6” FO piping, and a barge ground cable. Relay protection and everything contained on barge so it is a complete power island as is. All units can be start via the diesel gen in black out scenario.



There are no emissions controls on any of the units. Water injection (WI) retrofits can be completed to get under 25 ppm NG and 42 ppm FO if needed. Anything beyond that, CO, VOC, lower NOx would require oxidation and SCR catalyst and much greater expense. The barges can be retrofitted with catalysts and associated systems if required.



Overall the units and BOP equipment have been well maintained and maintenance cycles adhered to being owned by Con Edison and the successors have kept up with the major maintenance. There is some corrosion on turbine and generator compartment panels, and the amount varies between units. Additional details on the maintenance history and units in general if desired can be made available upon request.



Following the last inspection there were no major structural findings or issues noted with the barges. Some of the void spaces required coating was the main finding. Both barges are being re-inspected this summer. Based on the last UT readings the only area of the hull that saw some thinning was the wind and water line, and only area where some work may be required. There is an impressed cathodic protection in place for the barges, so that has helped in fend off corrosion. The barges are not fit or suitable for any kind of long offshore tow. Any long distance may require transport via semi-submersible ship.



The seller would ship the entire barge or barges “as is” to the buyer. Timing would be first two asap
