Exclusions: fuel, taxes/duties, permanent buyer/site civil works and transmission works beyond the defined 69 kV interface

Important qualification status: this is currently a conditional market-submission budget, not yet a serial-numbered owner-backed tariff. The source is now being required to identify the exact owner/operator, serial-numbered package, current location, authority to rent, dual-fuel evidence, corrected net-output model at 69 kV, 85% availability undertaking and binding deployment schedule before release to final contracting.
